Village of Vicksburg, MI: Request for Qualifications

Request for Qualifications

 

Village of Vicksburg is seeking qualifications from professional engineering firms in anticipation of upcoming wastewater infrastructure improvement projects. The Village will utilize a Qualifications Based Selection (QBS) process to select a firm to provide engineering services for the projects. The projects, the engineering services, and the selection process are described below.

 

Anticipated Projects

The projects are anticipated to include sanitary sewer system reconfiguration, sewer construction/reconstruction, lift station and force main construction, and lift station upgrades. The projects will seek funding through the USDA Rural Development Rural Utilities and EDA CARES Act.

 

Required Services

The engineering services required may include design engineering, surveying, site evaluation, preparation of construction documents, assistance with easement acquisition, bidding assistance, permit assistance, project administration, agency coordination, construction observation, staking, testing, record documentation, funding program assistance and other related activities.

 

Submission

Interested firms should submit a Statement of Qualifications (SOQ) demonstrating the firm’s qualifications to provide the anticipated services. The SOQ should include firm overview, relevant project experience, client references, and key team member resumes. Professional fees will not be considered when evaluating qualifications and should not be included with the submission. SOQs shall be submitted by email to jmallery@vicksburgmi.org or mailed to Village of Vicksburg, 126 N. Kalamazoo Ave., Vicksburg, MI 49097, Attention: Jim Mallery no later than 5:00 p.m. July 22, 2020.

 

Evaluation and Award

The Village will evaluate the responses according to the following criteria:

  • Understanding of the Vicksburg sewer system
  • Experience with similar projects and the funding programs
  • Specialized expertise in wastewater systems
  • Breadth of related services
  • No conflicts of interest

 

The Village will conduct discussions with three or more firms and rank the firms to establish a short list of highest qualified firms. The selected firm will be invited into contract negotiations with the Village for the required services.
